Congress agrees on Buy America preferences in highway bill

The House and Senate have come to an agreement on a highway bill conference report that includes important improvements to Buy America laws. These preferences will help to ensure that American-made materials are used in rail and bridge projects to the maximum extent possible under existing U.S. trade obligations.
Specifically, the House and Senate agreed to improved waiver transparency, annual reporting of waivers, and a segmentation fix for highways:
• waiver transparency - page 302 under division B, public trans
• closing the segmentation loophole - page 174 under division A, highways
